There is a tensioner on there. Here's a diagram:

The supercharger belt goes as displayed in the diagram. The ribbed side goes down on the supercharger pulley. The smooth side of the belt should be running around the tensioner and the other smooth pulley (or whatever it is) and back to the ribbed side being around the crank pulley.
Hope this has helped.
Edit - use a socket or a wrench that's 13 mm or 15 mm I THINK, to move the tensioner and allow the belt to slip on the rest of the way.

I'd be careful just slapping a belt on if there wasn't one already. There probably is a reason why they unhooked it (possibly locked up s/c- heavily knocking engine- trying to run 87 octane, etc).
What I would do is run the gas tank as low as possible and fill up with premium gas, then I would open up that little plug on the top front of the snout (the one with the allen wrench hole) and check to make sure the supercharger oil is full (should be just under the threads for the plug)- then I would try turning the pulley by hand, and make sure it turns over easily.
Only then would I go sticking a belt on to see if it works.

Wise words from a young man...
Check the BBV to ensure it's working properly too once you have it started. The way to check is to take a small stab at the throttle, and see if the valve closes (it pushes the shaft to close the valve, and go into boost). It should immediately come back up though, realizing there's no load. If you push it down manually, it should pull it back up a few seconds later (while running idle).
